Overdrive shifts in lower gears 200 1985

I have a 1985 240 DL Wagon with a manual transmission. Every so often and usually when the car is warmed up, I downshift and the OD waits to drop down for a few seconds. It used to happen only going from 5th to 4th. But it has also happened in lower gears. I replaced the OD switch a couple of years ago, so I do not think that is it. Any suggestions? New solenoid? New relay?

This may or may not be related. In the last couple of days when I start the car my idiot dash lights flutter for about 30 seconds before going off. The engine sounds only fluctuate sightly when the lights go off.
