91, 940GLE, high fuel consumption 900 1991

I have a 91, 940GLE, 16V B234 nonTurbo
Fuel injection is Bosch
High fuel consumption: 16L/100km (appr: 15mi/gal) - terrible

Check engine light is on: Original codes: 1-1-3, 2-2-1, 2-3-1
The mechanic replaced the AMM ($$$-ouch). After 20 miles, check engine light came on again. - same codes.
Checked O2 sensor: fluctuates .1-.7 V
Still no improvement.

I told mechanic that I have the same codes before and after AMM replacement. He now says that the fuel injectors have to be looked at.
I am trying to figure this out.
Any suggestions.
