Starting the engine in neutral 200 1991

1991 240 station wagon, auto trans, 107,000 miles.
For years I have not been able to start the engine in "neutral".
Recently, I could not get it out of "park" without using the shift lock override switch. Long story short, there was a defective #7 fuse. Problem solved.

In reading up on the subject, I learned that I should be able to start the engine in neutral - and I want to be able to do so. I am looking for instructions for a step by step procedure for checking into this problem.
