SRS light stays on--I already read FAQ 700 1991

So I am trying to find out why the SRS light on the 740 is still on. Of course, no code, won't reset. I have checked the steps in the FAQ and diagnosed that I have continuity through all the connections from the steering wheel back to the 2 units under the drivers seat. All the connections seem well attached. Is there anything else I can check?

I was looking at some wiring diagrams online and noticed that they do not match my SRS controller wiring. I pulled off the cover and took a picture of the wires. As you can see in the attached picture the wiring is

1 empty empty
2 Blue Blue
3 Brn-Blk Brn-Blk
4 EMPTY Blk (grnd)
5 Yellow Yellow
6 Red Red
7 BLK (GRND) Empty
8 Brown Brown
9 Green not listed
10 Blk-Red not listed

So you can see that position 4-7 are switched and I have 2 extra wires in positions 9 and 10.
