Cold Start or Restart sounds lean 900 1997

I've almost got all of the previous owner's complaints about this really nice car solved. The last one is that the engine seems to be either very lean when first cranked or the timing is advanced. If some pressure isn't applied to the accelerator, the car hesitates to start, then coughs back a little. Opening the throttle a bit solves the problem. Once it starts, it runs smoothly with good power. From what the PO told me, it has always required "a little gas" on start up.
