Headlamp failure question 200 1989

So the headlights flicker on and off. I've pinpointed it to a grey metal relay by the clutch pedal. The black harness that connects it, is melted and the only way to get the lights, including instrument cluster is to jiggle this. Question is, what relay is this that's overheating? Does the black wiring harness need replacement as well?
