95 940 Bosh No start, relay question 900

Question, 95 sedan, bosh, no start or sputter

Has spark.

FI has voltage, voltage drops on rotation.

Going after pump/relay.

95 has a different relay, are you supposed to be able to hear it click in when you turn the key?

I hear a white OD relay clicking, pulled that out,

I head a relay under the passenger seat.

Blue relay does not make a sound, nor do I feel it.

Any other diagnostics I can do (tank was just filled, but can't hear pump in tank as this has one in tank pump even though it is a bosh)

135k, runs great.
