Why won't my horns work? 700

I found my horns in a totally rusted out state. Got one on Ebay for 10.00, the other new Fiamm for 2.99 (!)at Princess Auto. Both work from a benchtop battery, but can hardly manage a crackle when installed. Is there a relay involved? all fuses OK. The horn wires look quite thin for what I imagine is a large current.
