Brake lights stuck on 700 1990

The lower brake lights are stuck on but the window light works, thank god. The rear fogs don't work either. Could there be a bad relay solder?

And, off topic, Recommend headlights. I find that the regular lights are sub-par on un-lit backroads and when the road wet.
