Water Pump Pulley Spacing 200 1993

I am replacing my fan blades due to a catostrophic bolt failure and noticed that the water pump pulley has been rubbing againist the timing belt cover. Should I place washers between the pulley and the mount plate on the water pump? Flat or lock washers? When reinstalling the fan/clutch should I use nuts and washers or just the nuts with wider base (lock nuts i think)?
