760 wagon taillight bulb burn display?? 700

Hello,

Today I replaced both rear tail lights on my 88 760 wagon. Checking the first one, I noticed the very top bulb on the lights does not burn, the new one or the old one. The lights work fine other than that. I went ahead and replaced the other one and they both work great except the top bulbs don't burn. I have the grounds hooked up and the wires correct, has anybody have the same problem?
