speedometer repair 700 1991

I replaced the capacitors and cleaned up the board on the speedometer but now have the dreaded 45 mph max problem. I have another speedo from a salvage yard and could do the same thing as I have all the capacitors on hand but it seems pointless since no one seems to know how to fix the maximum speed problem. I loved the detail in the repair instructions but going to all the work of taking everything apart, cleaning, re-soldering, etc. seems like a practical joke now. Any suggestions for a next step?
