New parking brake shoes not holding

240DL sedan. My driveway has good sized incline to it.

Just replaced the parking brake shoes (including new springs) and all other rear brake components. The parking brake cables were ok, so not replaced.

Tested the parking brake after installing each side by adjusting the 17mm main adjuster screw in between the front seats to what it was set to before the new shoes (7 half turns). In both cases, with the parking brake on, I could not move the rotor by hand.

After completing the brake install and bleeding the brakes, I adjusted the parking brake. 7 half turns clockwise to where it was set prior to the brake shoes change. The hand brake still came up too far, so I turned it another 12 half turns until it only came up about 8 clicks before it was pulled up full.

Now for the acid test - park the car on the incline and see if the parking brake holds. It doesn't! (:

Is there a limit as to how many turns clockwise the main adjuster screw can be turned?

Am I just now being aggressive enough, that is just turn it as many as are needed until the parking brake holds the car on this incline?

Or am I missing something else?
