What is this part? attached to intake manifold vacuum hose... 1991 240

Can someone tell me what this part is? I'm going to be removing the intake manifold, cleaning the throttle body and flame guard, etc this coming week and wondering what this is, what it does, how to check its operation, etc. (After taking the photo I clipped the split end in the vacuum hose :))

The other question is... if for any reason I would want to replace the attached vacuum hose, can I just pull it out of where it goes into the firewall? Or...?
