What powers the OBD tester? 200

A friend's 90 245 wagon yesterday died on him. The FI relay was not powering up but the main pump ran when jumped but would not start while jumped. The OBD tester yesterday would not work as well.

Today we jumped the car which had been cranked to the point the battery went low. The car started right up with no issues and this time the OBD tester was working. My suspicion is with the ignition switch since he also in the past has had no response when turning the key but then will work a little time after. I'm wondering if the ignition switch not working would keep the correct signal going to the FI relay as well the OBD. I didn't check for spark when it wouldn't turn over. We ran out of time. Will check first if it does the same thing.

In short does the OBD run off the ignition switch and would the same problem cause the car not to power up the FI relay? Thanks.
