Timing Belt Vibration? Stretched Belt? Worn Tensioner? 900 1995

I had my timing cover off during my most recent (and aborted) attempt to replace my timing belt using the IPD crank-holder tool. Unfortunately, I had to give up after the replacement tool bent (again), but I did have the chance to inspect the timing belt with the cover off.

The belt is in good condition - the belt teeth still look clean and sharp, there are no visible cracks in the rubber. However, the belt itself is vibrating. It looks very much like an accessory belt with insufficient tension.

My understanding is that the spring tensioner is what keeps the slack out of the belt. I tried applying some pressure to the tensioner and was unable to reduce the belt slack at all.

I've now realized that at least one of the engine noises I've been tracking is coming from this belt.

Any idea what's going on here?
