Problem with torque rod removal 200 1979

I just came from a frustrating evening of 240 work. I set out to replace the torque rod bushings in the 1979 245. The first side went beautifully. No problems at all. The second side is where the trouble showed up. After removing the nut on the rear bolt, I found that the bolt wouldn't push out. I tapped it with a hammer. I soaked it in panther piss. I tried pushing it out with a Volkswagen cam gear puller. It wouldn't budge. It would seem as though the bolt has seized onto the metal sleeve in the bushing. Of course, it is inside the torque rod and in the middle of the rubber bushing, so it is impossible to get at.
Any ideas on how to approach this one?
