oil passage at Head Bolt hole, 530 Head? 700

I previously made some posts about Cams exchanged between 530 heads. I have had a shop change out my T cam into the Head from the junk yard. Upon double-checking the ports in the mating surface, I realized that my original Turbo Head has a small passage approximately 20 mm long (connects to headbolt hole!) that is about 8 mm wide. It is obvious that it is needed since the headgasket has an opening for this passage. My questions is .... WHAT"S ITS PURPOSE! As it turns out, I am going to have to DREMEL this passage in (head shop does not machine). I have created a steel protection template to the correct shape in order to protect the head surface.
1) Do I need to use thread sealer on ALL Head bolts, or just this one? Please help if you know what I am talking about.
