93 940 wagon brake lights don't work 900

fuse is good , switch on brake pedal is good but no power to brake lights. can it be a ground wire somewhere?...the bulb indicator on the cluster is working as it reports the rear fog light which is malfunctioning...all three brake lights are out, bulbs are good, any comments or help appreciated.
