Sluggish uphill 900

Daughters 94 226000 miles is sluggish going up hills. Car shifts and runs fine on the straight, going up hills the tach stays at 3-3.5 while the speed drops to 40 mph. or less. I've flushed thru return lines twice in 1 yr,last time yesterday, no apparent change.
I really know nothing about transmissions, but does this sound like a slipping component in the tranny? Suggestions? Ideas welcomed. Thanks in advance.
