Injectors not firing 200 1990

My brother has a 1990 240. Its’ got good spark, good fuel from the fuel pumps, but will not start.

It started to have this problem intermittently a couple of weeks ago. It would start up and run fine until it was shut off, and would not start up again for an hour or two.

I placed a noid light on the injectors and have discovered no injector pulse. I have tried swapping the powerstage, fuel injection computer (both were the 561 ECU), fuses, cleaned the grounds on the intake and cleaning the fuel injector fuse near the battery (there is power to and from the fuse).

Any Ideas?
