'91 240 High Voltmeter Reading and Rough Start? 200 1991

Proud owner of a '91 240 sedan. The weather around here has turned colder in the past few weeks and I've noticed some new interesting behaviors that I wanted some feedback on. The most measurable one is that I have to give the car some gas after startup to clear the lights on the dash from their all-on at startup state. Then the voltmeter goes from very low to very high, and stays pretty high. On the 10-16 scale, I would say it rests at 15 or a little higher. It normally rests a little right of center, but it is higher now. When I turn the fan on, the voltmeter dips a bit but returns to the high reading when the fan is turned off. Not sure if this is related, but if I try to drive the car without giving it a little gas right after startup, it drives very jerky and without much power. But after a brief warmup and a little push on the pedal, it drives totally normally (though the voltmeter remains high). Any ideas? Maybe a failing alternator? What's my best bet for getting this fixed? Thanks in advance.
