what relay is it and will the car run without it? 200 1992

Having trouble with hot start with my 1992 240 NA and found this black relay and its grey connector housing dangling around under the coil with the wires falling out looks like it used to hang on the grounding bar on the fender. When removed the car starts. What was it? (the red bundle is my electrical tape temporarily insulating the wires from each other and from ground).
