Fuel filter question (easier) 200 1989

Rear on ramps, pump and filter unit dangling by 2 fuel hoses and pump wires, gas dripping out of fuel pump through siphon action, wrenches not gripping fuel filter because flats sloped (switched to vise grips), rusted banjo nuts refusing to budge, vinyl fuel lines being twisted in the process, softened undercoating getting all over tools, having to go back under, unbolt unit and tighten banjo bolt because dripping, ..., and it's cold.

I can understand why the fuel pump needs to be close to the tank. But why isn't the fuel filter located in the engine compartment?
