Panhard rod advice needed 120-130 1965

In my ongoing quest to determine the cause of poor handling in my 65 wagon (as evidenced by nervous steering at speed, slight oversteer and an overall sloppy response to most commands which dont involve going straight or sitting at a stoplight) i've installed IPD anti-sway bars front and rear (this made it worse), checked and rechecked the tire pressures, had new urethane bushings installed, renewed the steering end link, and even tried voodoo incantations (these also seemed to make it worse). I'm wondering what my next step should be, and in particular am curious about what the function of the panhard rod is, and what the symptoms of a problematic one are. I can't find any information about this strange vestigial appendage on the internets but something tells me it could be playing a role in my frustration. Particularly because it seems to be pretty loose and noisy.

Any advice would be much appreciated!
