idles at 1100 rpm after warmup 900 1993

Ok cleaned TB and EGR and reinstalled. No BDI codes set. But high idle,1100 rpm, tranny in neutral, after engine warms up. Okay at startup, gives the surge then back to 750. When tranny is engaged rpm will stay at 775 with brake on, off an rolling goes back to 1100 rpm. Checked all hoses and connections, found no faults. Checked TBS settings ok @ .15 & .45. What next? The line from EGR to intake was about half closed with crud as well the small vac hose on TB.
