Primer paint, oil or water based

I am going to sand down a bunch of paint bubbles that Xena accumulated over the years. I don't think any of them are so bad that I cannot just sand down to shiney steel.

But, what kind of primer should I use? I have a can of water based grey primer on my bench. Is that OK to use on steel? Or should I just buy a can of oil based primer.

The top coat will be oil based. There is no 'clear coat' on the 1967 wagon.
