M46 Bell Housing Question 200

My M46 Bell Housing has a cut out section top right about 3"x1"just where it bolts to block. Is this an air vent because it looks like there is a cover maybe vented missing? Can't find it in diagrams of the bell housing.
It"s not in a good place because if water gets in there it will drip onto clutch and through out bearing.
