3 loose wires under dash 200 1989

anybody know off-hand what these wires are, if they should be connected to something? The two black wires are taped together. Couldn't find any blue-brown wires in the wiring diagram - but maybe that's supposed to be blue-red?

I was looking for a relay for the interior lights, but Bentley says it's a time-delay relay... The dome light won't come on when I open the door, and punching the little button doesn't work, either. (I cleaned it up, and it works in the ON position).
