ABS Issue, Any Ideas? 200 1993

1993 240-symptoms- applying brakes, car rolls to a stop, right before it stops, hear noise and brake releases for a split second, allowing car to roll. Think it is ABS activating. Removed ABS sensor from front wheels, cleaned metal filings and all dirt off with brake cleaner. Re-installed, still have issue and now ABS light came on. Sometimes it stays on and sometimes not?

Any Ideas?
