140 ID # 5th Digit - What does "Frame Only' mean? 140-160

I was looking through www.vlvworld.com at the production/ID plate information and noticed that the 5th digit of the 140 series VIN number, which identifies the destination market, has a category called "Frame Only" for the number 1. Does anyone know what "Frame Only" means in this sequence?
