Parking Brake weak- is it the shoes? 200 1989

Being that my wagon is a manual transmission the parking brake actually gets used. Used to the point where it is very weak.

I was considering ordering new shoes but then I remembered someone saying to always order the cables too because they get stretched out.

Has anyone had any experience with this? Are new cables a good idea or unneccessary?

I have to pull the e-brake all the way up and I only get a minimal amount of brake engagement, car can still roll on an incline.
