V 90 cooling fan won't come on. S90-V90

Still diagnosing, but:
Grounding out the relay wires does not start fan.
If I hardwire green or red fan wire fan does not turn,
I I hard wire red and ground green or visa versa fan comes on.
Does this mean my fan is defect?
or a bad ground?
Will test relay soon.
