Regina No Start. Driving Me Crazy 700 1991

Okay so a couple days ago the wife said the car wouldnt start. i got home and sure enough the first 3 times i tried it, it would not start. the fourth time it did start. i turned it off and restarted it. she drove it that day no problems. the next day it would not start again. i held the key and it attempted to start but it did not, i held the key the following time after the try ( engine stumble ) until it started. I was warming it up at this point got 25% of the way up the temp guage took my foot off, it dropped to idle for a second or 2 and then the tac just dropped straight down and she was off. now i cant get it to even do that. the following parts have been swapped.
The car started emitting symtoms of stumbling on first start, then after trying again it would start right up.

I Have Spark
I have Fuel Pump On With Key On and i can hear the fuel pump relay kicking when trying to start.
Engine almost sounds like it starving for air when cracking, if i push the throttle open it turns faster ( for what this is worth im not sure )
Code: IAC Signal Lost and Battery High/Low. not other codes in system.

Regina

Coil Pack ( and the device its attached to not sure its official name )
All 4 Injectors are new and were working.
both relays on the radiator fill canister.
IAC Motor
Map Sensor.
Fuel Pump Relay and the other white relay for the sake of doing it.
RPM Sensor ( Mine was falling apart )
Checked Ground Connectors.
All Fuses Intact
