Wipers "clunking' at the bottom of the sweep 200 1993

I noticed in a cloudburst yesterday that:

1. The wiper speed on fast is noticeably "slow"

2. Not on every one, but at the bottom of most sweeps there is a "clunk" or "hitch" in the wiper motion. It is more pronounced on fast speed than slower speed.

Thoughts on where to start/how to fix and parts involved? Should be pretty quick to access removing the cluster and the car pocket.
