1990 240 won't crank 200

My son ran car off road and tore off exhaust system. The car will not crank. All lights and everything electrical works but the starter will not turn. I think the selonoid is clicking. I have checked fuses inside the driver side and they all look good.

What else should I check? Should the car start with the exhaust system off? I know just basic stuff about cars. The first thing I did was took car from him.
