Transmission Problem Driving to Arizona?? HELP! 900 1996

Hi! My son is driving his 1996 960 sedan from Pennsylvania to Arizona. The car was checked out before he left, and all seemed fine until he got to the Rocky Mountains. Actually, this morning, when on flat land, he noticed that his radiator overflow tank was filled above the max line. Not sure if that is any issue, but he seems to be having acceleration issues. When he's going downhill at about 60 mph, he has his foot to the floor and it won't go any faster. Why would that happen? I could understand if he were going uphill, but not downhill. Aside from that in the past he had problems with short-distance gas mileage at around 12 mpg. Someone I knew took off the thing that looks kind of like a spark plug from the mass air flow thing (sorry, I don't know the proper terms). It was a part that could be bought separately on other Volvos, but on his 960, the whole air flow thing needed to be replaced. The car was running better and with more power after that 2 or 3 inch piece was taken off.

Any ideas on what could be going on? I'm feeling really edgy because he's getting into some remote areas and still needs to drive about 200 more miles today. Not having good luck with cell phone service either.
