Headlight and running light issue 200 1986

With the headlight relay under the dash replaced with new receptacle and the switch off the running lights stay on.(tailights etc) With the switch in the headlight position the headlights will come on only with the ignition switch in the on position and then the running lights go off. The only way to have the running lights off is to pull the relay out of the receptacle. Now they work fine without the relay but of course the headlights won't come on at all. I'm going insane on this one, any ideas??
