740 turbo fuel/power issues? 700 1990

So, here's where i'm at:

-I've replaced the intank pump/sock filter. Verfied that it is working.
-Replaced fuel filter
-checked the fuel pressure regulator and it is in working order.
-I can hear my main fuel pump running.

Symptoms:
No power past half throttle almost like a fuel cut but i'm only pushing 9 lbs max.
I only have no power after the vehicle is warmed up and is even worse on hot days.

Any thoughts? I'm pretty sure this is a fuel issue but could it be a vaccum issue?
