jerks/hesitates at about 10 mph 900

1998 s90/960 165000. jerks upon acceliration at about 10 mph hesitates but never stalls; otherwise drives fine above this speed.
i did check AMF and cleaned throttle body. RMPs drop at 10 mph hesitates but picks up speed and goes on just fine once speed above 10-12mph.

what should be checked next? please help. idle stays within 500-900 range, rarely jumps to 1200 rpms.

thank you all. cant afford auto shop, will do work myself.
