89 240 runing issues 200 1989

I have some running issue with my 89 240 wagon. I will start up an run okay breifly and then start chugging like its going to die. So you have to bump the throttle. I haven't been able to hold a steady rpm either it will pop a backfire from into intake box. Then it will rev up high like it got a bust of power. It does the same when its drive. It runs like a slug. Things I have checked MAF TPS an o2 all seem to check out fine. Check fuel pressure 43lbs at load and 45 at idle. Has a new intank pump fuel reg and fuel filter. Also have a cap rotor an wires. Im not quite sure whats going on it with it. I check the codes it says 2-3-1 which is fuel pressure thats why I checked it but it was fine...
