'89 240 Tired Fuel Gauge or Bad Sender 200

Hello everyone:

I find that when I add fuel to the 240, my fuel gauge does not move very much .
User manual says 15.8 gals. cap..
Example -if I stick $20.00 of fuel in it I get about 5.5 gals - that is about a third of a tank - plus whatever remained prior to adding fuel.
But, the gauge never seems to obey my laws of logic and show about 1/3 full + some. It always seems to be considerably lower than what I expect.
If I put 10 gallons of fuel in I might get to the half way point on the gauge.
I would think the fuel gauge would be linear - but it acts more light some strange logarithmic progression - -I guess it is just a Volvo.
