Bulb Failure Light 200 1993

My sons 93 245 BFL comes on when light switch is turned on to parking lights and running lights but not when switch is off. I have checked all the bulbs and none are burned out. Replaced burnt out bulbs in instrument cluster and light above center console.But still the BFL comes on. Any idea's?
