fuse 16 1982 GLT 200

I am having some problems tracking down a direct short at fuse 16. I had earlier put in a new overdrive indicator bulb and this might be a factor in the short.

I have figured out that it is not the following: buzzer, bulb warning light sensor, inside dash light rheostat. I am now trying to pull the wire out of the bundle so that I can track it to the end. I do have a multimeter but I get positive readings on every resistance I check and have been unable to get a differentiation between one wire and the other.

Has anyone else had a problem with this? It seems to be shorting directly to ground when I turn on the parking/head lights and touch the end of the gray wire to the fuse terminal[I went through two eight amp fuses before I started to just touch the contact to see if I get a spark]. Just thought I would ask before I start to really tear up the wire bundle.
