B21 Crankshaft Sprocket 200 1978

Should the crankshaft sprocket fit tight against the inner belt guide?
I've got maybe 1/4 in space between the sprocket and the guide plate.
After taking the crank pulley off and replacing, I've ended up with
a wobbly crank pulley. Could the pulley wobble be caused by the sprocket
somehow getting cocked? Also, what kind of puller is needed get the sprocket
off.
