92 740 flooding/fouling plugs on cold morning starts

As the weather turns cooler I expect a repeat of a cold start problem I experienced last year. We had a rather mild winter in the Ohio Valley last year and as this problem surfaced with the colder mornings I just drove another vehicle. I would like to address it at this time.

The car will start and run on three cylinders. If I give it more throttle it will run on those three cylinders until about 30 seconds later it will smooth out and be fine until the next cold start.

As the air temperature drops the cold starts are more difficult. They require much longer cranking and sometimes it will only run on two cylinders. The increased throttle routine will eventually coax a third cylinder into action and then finally the fourth cylinder joins in and once it has all four cylinders in play it is fine.

Some mornings no amount of effort will result in a start. If I pull the plugs they are fuel soaked.

Are these indications of a bad temperature sensor?
