Do I have an electrical short of 12.59 Volts? 1800 1971

I must admit I am stumped on this one.
I have a 1971 1800 with the B20 Weber 32/36 carb.
The Lil car was running great then sheared the fiber timing gear.
My repairs always start small then mushroom into a complete overhauls. Such was the case here. I of course had the negative battery cable disconnected during all this. As I am staring at the engine bay wondering what else I can fix, I remembered a bad ground can cause all sorts of big and small electrical gremlins. So I decided to measure the voltage between the negative battery cable (which is dis-connected) and the Neg battery post.

I got 12.59 volts.

Car was not blowing fuses or anything weird before hand.

I have not reconnected it yet because I wanted to track down the electrical leak if in fact that is what is happening.

Is this an open ground? An electrical short? Or normal?
