Bad 25 amp fuse causing intermittent no start and stalling? 200 1989

My 1989 244 DL was having intermittent no start and stalling (while driving at all speeds and in park). There was some noticeable melting of the actual plastic of the 25 amp fuse (all the fuse itself was not blown). I change the fuse and now the no start and stalling problems seem to have gone away. Could the 25 amp fuse have caused both problems?

I appreciate any advice. The brickboard has always been an invaluable source for me in learning more about my volvos.
