92 240 surging 200

i have a 92 240. ive put in a crank sensor, mass airflow meter, fuel pump and filter, plug wires, plugs, distributer cap and rotor. also a fuel pressure regulator. it has a surging problem that i cant figure out[ like giving gas and letting off] it does this at all speeds and at idle. it starts up fine and some days are worse than others. any advice would be appreciated.
