1993 940 wiper arm 900 1993

This morning I went out with my 1993 940 and not realizing that the wiper was frozen to the windshield went to wipe the dew off the windshield. The passenger wiper remained frozen to the windshield while the drive side wiper moved across the frost/ice. Now the passenger wiper does not move at all. Is there a means of tightening the passenger side wiper so that it works again? It seems to me that there should be some place to tighten the shaft to allow the wiper to work properly.
